Education Topic: Civilian Active Shooter (Law Enforcement Active Shooter Emergency Response)

Session will provide information and training on Law Enforcement Active Shooter Emergency Response. Topics covered will be examples of active shooter incidents in Federal and State government buildings during the past several years. Give a profile of an active shooter, coping with an active shooter, how police respond to an active shooter, how individuals should respond when law enforcement arrives on scene, and preparing for and managing an active shooter situation.

 After the session, attendees will:

• Know how to respond when an active shooter is in your vicinity.

• Know how to respond when law enforcement arrives on scene and what to expect from law enforcement.

• Understand the information you should provide to law enforcement or the 911 operator.

Speaker: Lieutenant Stephen R. Robinson - Uniform Operations Commander

Division of Capitol Police

Lieutenant Robinson has been in law enforcement since 1993 and with the Division of Capitol Police since 2000. He was promoted to Sergeant in 2002 and served in that capacity as a Shift Sergeant and in Crime Prevention. He was promoted to Lieutenant in 2009 and was assigned as the Night Watch Commander. In 2011 he was assigned as the Uniform Operations Commander. Lieutenant Robinson is a graduate of the Administrative Officers Management Program (AOMP) at North Carolina State University.

Lieutenant Robinson became a General Instructor in 2001. He is a certified instructor in Taser, Incident Command System (ICS), Active Shooter, First Responders Operations in Rural Terrain (FORT), and Simunitions. Lieutenant Robinson served as the Commander of the Division’s Critical Incident Team from December 2008 through June 01, 2014. While a member of the team he received extensive tactical, Active Shooter, and Hostage Rescue training.
