Education Topic: Navigating Chapter 4.16 and other Virginia Procurement Policies 

Are you baffled by state procurement policies concerning conference planning? Do you know the difference between short term rentals of real property versus purchase of conference packages? Are you clear how agency-to-agency transactions differ from those with higher education real estate foundations? And you may have other questions about contracting for conference facilities and services. If so, this session is for you – whether you are a planner or a supplier; a seasoned pro or a contracting novice.  Our December Chapter meeting provides a brief overview and discussion of the rules and requirements for procuring meetings and events for (or with) a government agency or institution.

Join an account executive from the Department of General Services who will help clarify the conference planning requirements of the Agency Procurement and Surplus Property Manual, Chapter 4.16 and selected other Virginia procurement policies. Agencies and several institutions of higher education are required to follow the policies of this chapter when contracting for conference facilities and services.

Procurement Management Account Executive

Maureen is a Procurement Management Account Executive with Department of General Services, Division of Purchases and Supply. Her role includes assisting with the procurement management of state agencies: providing consultation and advice; process modeling; e-procurement solutions; regulation and policy interpretation; training; and compliance reviews.  She has more than 30 years’ experience in Public Procurement; served in the United States Air Force; and worked for Miami-Dade Transit and the City of Richmond prior to joining DGS. She holds degrees in Business Administration and is an instructor for the Virginia Institute of Procurement certification programs.

After the session, attendees will:

  • Understand the conference planning requirements of Virginia state procurement.

  • Become familiar with the sourcing requirements planners must follow to comply with the Governor’s Executive Order on advancing equity for Small, Women and Minority-Owned businesses.

  • Understand how Virginia conducts sourcing activities for conferences and how the SWaM certification process can assist suppliers in qualifying for procurement set-asides, as applicable.
